DESIGNED FOR READINESS

When preparation becomes a shared capability, communities become stronger.

BER4 brings together simulation-based learning, accessible resources and an international network of practitioners. The result is a practical path from awareness to coordinated action.

Discover the BER4 approach
01

Build knowledge

Clear, scalable learning for real-world preparedness.

02

Connect people

Link institutions, responders and local communities.

03

Practice response

Turn shared plans into confident coordinated action.

OUR FOCUS

A connected approach to disaster resilience.

Every objective is designed to make preparedness more useful, inclusive and actionable.

01

Develop Educational Materials

Produce standardised training modules, facilitator guides and activity sheets for disaster preparedness across partner countries.

02

Build a Response Network

Connect civil-protection institutions and NGOs across Türkiye, Europe and North Africa into a coordinated network, finalised by April 2027.

03

Create a Digital Simulation Toolkit

Design an accessible digital toolkit of scenarios and resources that institutions can reuse for realistic disaster simulations.

04

Strengthen Volunteer Capacity

Train and mobilise volunteers with practical, phase-based knowledge for the before, during and after stages of a disaster.

05

Promote Knowledge Exchange

Enable technical visits, joint exercises and intercultural exchange between emergency-response organisations.

06

Raise Public Awareness

Share verified facts and preparedness guidance to increase community resilience against natural and man-made hazards.

PREPAREDNESS IN PRACTICE

Knowledge that stays useful when it matters most.

From risk awareness to recovery, BER4 turns information into a shared, repeatable readiness culture.

People affected by disasters are children

A large share of those affected by disasters worldwide are children, who are especially vulnerable during emergencies and need tailored preparedness education.

UNICEF
90 sec

Golden window after an earthquake

The first 72 hours — and the very first seconds of self-protection (Drop, Cover, Hold On) — are decisive for survival. Preparedness training focuses on these critical moments.

Losses can be reduced by preparedness

Investing in early warning, drills and community preparedness can dramatically reduce casualties and economic losses compared with unprepared communities.
