Training Modules & Toolkit

Phase-based training built around the disaster-management cycle — what to do before, during and after a disaster — plus the downloadable toolkit files that support every module.

1

Before a disaster

Reduce risk and get ready before anything happens.

Risk Assessment & Hazard Mapping

Identify local hazards and vulnerable groups before a disaster strikes.

Read module overview

This module teaches participants how to identify the hazards specific to their region (earthquake, flood, wildfire, industrial), map vulnerable populations, and prioritise mitigation measures. It includes a facilitator guide and a hazard-mapping activity sheet.

Family & Community Emergency Plans

Build household kits and community communication plans.

Read module overview

Covers the preparation of a 72-hour emergency kit, family meeting points, communication trees, and community-level preparedness planning. Includes checklists and a simulation of a household evacuation.

Early Warning & Drills

Understand alerts and practise Drop, Cover, Hold On.

Read module overview

Explains early-warning systems, alert levels and the importance of regular drills. Participants run a timed Drop-Cover-Hold-On drill and review evacuation routes.

2

During a disaster

Protect life and coordinate while the event unfolds.

Immediate Self-Protection & Evacuation

Life-saving actions in the first seconds and minutes.

Read module overview

Focuses on immediate protective actions during an event, safe evacuation, and helping others without becoming a casualty. Includes a facilitator-led tabletop scenario.

Light Search & Rescue Awareness

Safe basic rescue for untrained bystanders.

Read module overview

Introduces the principles of safe, light search & rescue for community members, when to act and when to wait for professional USAR/INSARAG teams. Aligned with INSARAG awareness principles.

Emergency Communication & Coordination

Report, request help and coordinate with 112 / EOC.

Read module overview

Teaches how to communicate clearly with emergency call centers, provide situation reports, and coordinate with the Emergency Operations Center during a live incident.

3

After a disaster

Recover, support survivors and capture lessons learned.

Psychological First Aid

Support survivors and manage stress after an event.

Read module overview

Provides the fundamentals of psychological first aid (PFA) for responders and volunteers, recognising acute stress and supporting affected people, including children.

Damage Assessment & Recovery

Rapid needs assessment and safe re-entry.

Read module overview

Covers rapid damage and needs assessment, safe building re-entry principles, and the transition from response to recovery and reconstruction.

Lessons Learned & Simulation Debrief

Turn every exercise into improvement.

Read module overview

Structured after-action review methodology to capture lessons from real events and simulations, feeding improvements back into the toolkit and training modules.
